[Error] Steam update error

Dear forum thingamajig.

While installing Red Orchestra 2 from a disc, I had to install Steam onto my new laptop. Now it has an update problem where, as steam must update itself before installation can continue, it doesn't get past 0% update and gives me the error that "You must be connected to the internet to use steam." Obviously I am connected, I have been surfing the web for 3 hours trying to find a solution. Finally I turned to you guys, due to the fact that customer service exists, unlike the Steam forums.

Any idea how I could solve this issue?

If you have a firewall try disabling it temporarily to see if that changes anything (or allow Steam.exe through it). You can submit a Steam support ticket if that doesn't help and they should get back to you somewhen. Or you can try the standard Steam fix, deleting the clientregistry.blob in the Steam folder (in your program files or program files (x86) directory) and trying to run Steam again.

Tried everything I have found online, the only other thing I can think of is the router/connection not being compliant with whatever ports it needs. That was also where my intelligence ran out.
