If you are having a problem with steam (ie: Steam won't launch, steam won't launch the game, steam won't install) or anything other than the "Unknown Steam Error" inside of Red Orchestra (delete your clientregistry.blob file to fix), you will need to contact steam support.

Steam Support can be found here:

http://support.steampowered.com/cgi-bin/steampowered.cfg/php/enduser/home.php

To get help, first do a search. If search does not get you the answers you need, a new tab will be made available after search that says "Ask A Question". This tab will let you directly contact steam support with your issue.

Here is the specific FAQ on how to contact Steam Billing and Support and some general information they will need depending on your problem -

No, because I can't help with any steam problem. Contact steam support as outlined in the first post. You will need to submit a support ticket to them.
