"Steam needs to be running" Message, even though steam is up

I get this godawfull message claiming that no, steam is not running and you have no internet connection. Why geeh, I think, then how come I just started up steam, in Online mode, and started the game throught it.
Blimey, my computer must be retarded.
*restart game and try again* Ah.. Same message.. Well.. F**k you then!
*runs over here and starts thread for help*

If you haven't tried deleting your .blob files, yet, please do that first. They are called ClientRegistry.blob and AppUpdateStats.blob and they are located in your Steam folder.

If that doesn't work, I think your best bet is to reinstall Steam. This can be done without having to redownload all of your games:

1. Shut down Steam

2. Cut(not copy, cut) the SteamApps folder out of .../Program Files/Steam/ or wherever you installed Steam

3. Paste it anywhere on that same drive, such as in .../Program Files/

4. Uninstall Steam through the Control Panel

5. Reinstall Steam

6. Cut the SteamApps folder and paste it back into .../Program Files/Steam/

7. Launch Steam, login, etc. and the game should work again.
