Steam: "Game is currently unavailable. Try again at another time."

Follow the guidelines on this thread, I had the same problem and was tearing my hair out


Today, when I was installing Steam client by Valve to download the free Alien Swarm game, Steam showed an error saying

Also as a head scratcher,
I have two steam accounts
one for my son who's computer is having the problem stated.
The other accounts mine and runs the game fine in (windows 7 )
Would the both be using the same steam server or different servers?
Sorry I am really clueless!
