well they are more against the splinters and not against direct bomb hits

We have something similiar still used in Israel, only its open and not a booth

You basiclly run inside one of those spread all over the streets incase of a missile attack.

even if it would have risen 2 meters (wich i highly doubt), no military would be so stupid and place bunkers right in front of the ocean (atlantic wall bunkers offer a good example)

Well of course the sea level hasn't really risen but the shore line moved due to erosion

BTW @ Klaus that same style bunker is used by the US military in bases overseas for the same purpose.
