I'd like to say firstly that i'm no dev, so I have no idea if there's coding/balance reasons that don't permit what I have to suggest.
So RO2 is a realistic game. Ok, there's people who will say it's not, because it's further from RO1, or because x is y or whatever, but most people will agree it's a simulation of a realistic experience, and this is the one thing that really draws me out of it.
I clear a few rooms with my PPSh. The bolt clicks dry, so I switch to my sidearm to finish the job. I reload my sidearm and holster it, then take cover by a window as I go to reload my PPSh. I remove the empty magazine and drop it on the floor (It's of no use to me now, right?), take a full magazine from my bandolier...but then MG fire rakes my window/a grenade comes through/my mother calls me to dinner, so I sprint away from the window.
I then discover that the full magazine that was in my hand has been put back in my bandolier, and more confusing is that the empty floored magazine that is now 20m away from me has somehow followed me and reinserted itself into the magazine well on my weapon. What.
Another one like this is sometimes I reload from a totally empty magazine. Discard the empty, insert a full, then have to sprint before I can use the charging handle. I then have to do the whole thing over again.
Maybe reloading can then be split into three stages; removing a magazine, inserting a magazine, and charging the weapon if needed. Obviously the stages would need to be done so that you couldn't start the reload animation then sprint, reload, sprint, reload to speed up the overall reload.
