How it currently works (as far as I know):
If the squad leader is in cover (no enemies can see him) you can spawn on him. You spawn at the nearest available player start (which I guess is unreal terminology for spawn point) to him. The game does not take into account how vulnerable the player start is to enemy fire, you could spawn right in-front of a tank.
How (I think) it should work:
The squad leader is always valid to spawn on, regardless of his cover. However, player starts are checked to make sure they are hidden from the enemy before you spawn on them. If no valid cover is nearby, you can't spawn.
Basically the current model means that a squad leader can be inside a building hiding in a corner and the game can spawn you outside that building in front of three enemy assault troops because the squad leader was hidden but the player start wasn't. In my suggested model, it wouldn't matter if the squad leader was a little exposed all that would matter is that there is a hidden spawn point nearby to materialise from. You'd never witness an enemy popping into the game.
