I was having some lag spikes getting from 200-700 ping on Apartments when "Speed hack detected!" popped up 4 times in my chat box. Is this server-side thing or PB/VAC? Cause I don't want to be banned for having high ping.

You wont be banned, currently if you get a lag spike it will detect it has a speed hack, it seems PB was put on high alert status. Tripwire is looking it fix this problem.
The Speed Hack Detection has been made by TWI, its not PB or VAC based, I too have had quite a few issues which I seem to have resolved now but I think they have already tweaked it and since then I've not seen any further mention of further toning it down.
There has been quite a bit of chatter about pings getting abnormally high though, if this is a game rather than server side issue I imagine it will be fixed soon and could help with this problem too.

ping tonight on two different servers went from 59 to 500 to 988! and when i left server all players showed as ping 988! 40+ player server
i walked away...
