Actually, doesn't say anything because there's nothing to back up the claim.
For all we know any computer that could run the original KF can run KF2 better. Just as well, it's possible only the best rigs could even manage 30 fps on low settings. We don't have any facts or specific requirements yet, so we shouldn't go around assuming that KF2 will run any way without any actual info.
There is sound logic to back up the claim, which is more than enough. If my computer cannot run it, then current gen gaming PCs sub $1000 cannot run it either. Which would be silly and TWI would not be able to sell their game because close to nobody would be able to play it. And a big part of the KF playerbase and steam community has low to mid-spec hardware.
And no, any computer that could run KF1 can not run KF2 better due pure to technical limitations in older hardware. And no it's not possible that only the best rigs would manage 30 FPS as we've seen high FPS gameplay running with high graphics in a full game without slowdowns already.
So lets streamline the information available at the time together. Tripwire themselfs said that the reason KF1 was popular was that it ran on just about any machine, and part of the reason for staying with UE3 was the concern for minimum machine specs. There would be no point for TWI to limit their customer base as they've said themselfs, and the game runs fine @60FPS on a lowly PS4. And performance of mid-high-end graphics hardware 3 years ago is good enough to compare well enough to mid-end hardware today. And in regards of CPUs, an intel i7 920 or i7 860 from over 6 years ago can manage just about every PC game out there. If you had a decent rig 2 years ago it will play the game. That's pure logic. I do not want to guess minimum required hardware however, as that's a different story.
