Theoretically, russians win by holding one or more objectives (so if russians hold E they win) or by depleting enemies reinforcements. Axis win by taking ALL objectives or by depleting the russians.
If, as a russian, you lost while holding an objective either all your team was dead or it was a bug. I never had this kind of bug on this map ... to win (I usually play Axis) while russians hold one or more objectives. I had a similar bug in Firefight (germans scored 57, russians 56 - russian won the round), but again .. no kind of problems like that in this map or any other territory games if I recall.
Now, about the balancing part - I think it's pretty balanced. Although I usually play axis, I played a few times as russian and I saw nothing too big to say it's unbalanced. Yes, as a russian you spawn furter than axis, it's normal - if you think you spawn too far you should see the german spawns on Red October ...
Usually the map is lost or won at the last objective and usually depends on the german team - takes some coordonation to assault togheter, and trust me, you need way more people than taking B for example. Also, the german spawns are quite far when they reach E. But again, I don't think it's unbalanced, maybe a few minor tweaks will improve it.

TWI decision, so that some zones remained locked - I think it helps the game actually. Happens on all maps: I can't take A and B from russians in Apartments, can't retake A, B or D on Commisarrs ... etc ...

There could be a situation that made you lose the match (not the round). So here it is: you won the 2nd round (2 rounds per game) and if the germans won first round and they had bigger team scores (usually attacking teams have bigger scores) they won the match. So you could mistake winning the round with winning the game.
