Server Some questions about ranked servers

I've been playing in a server called HappyCat's Coronavirus, which appears to be a customized(but not deranked) server.
However, the server appears to be heavily modified as it contains dozens of seemingly overwhelming weapons(with reasonable Dosh prices).
That makes me curious: How can the server be ranked like that? It even contains Customized Zeds.

As you notice yourself, "it shouldn't be that way" but they did something. I doubt you'll get answer here, or Reddit, or Discord because "it shouldn't be like that". I don't know the answer, because if I did, I would do same thing for my server too.
