[Solved] KF2 not updating on Steam

On steam, I cannot play KF2 because an update is available. However, the update does not download. Steam says "Update Paused" I started around 17:00 PT 10/5. I tried resuming the download multiple times and I let steam run overnight. Today 10/6 at 9:55 it still does not download.

I was able to solve it after digging through Steam's logs. The log C:\Program Files (x86)\Steam\logs\content_log.txt had the line
Failed to write app state file "D:\SteamLibrary\steamapps\appmanifest_232090.acf"
The file already existed. I just deleted the problem file and update is now progressing.
