As you may or may not know, I am about to start making the Ultramar mod for RO2. BUT for doing so I must have the necessary software to make it.
I wish to know EXACTLY the best programs to use in order to do it properly and not have any un-necessesary delays.

I have seen the mod making guide by Susi but wish to get more specific info.

Opinions by people involved in mod making for RO2 will be considered "superior" since if they are involved in this, they know more than the average Joe.

Also, if Susi's guide is good WHY THE BLOODY HELL ISN'T IT STICKIED? It can be very usefull, IF it is correct that is.

Well my recommendations would be:

Modelling: 3Ds Max
Coding: Visual Studio
Mapping: RO's mapping editor (UDK)

For 2D artwork that needs to be done, I can't really recommend anything. I don't usually do it but if I'd have to give something from top of my head, I'd say Photoshop. Then again you can probably use any image manipulation software out there, but on textures and all that I wont really recommend anything. Same goes for animations; no clue :/

There is no best software but there are some advantages to using some over others. If you are unfamiliar with texture art or modeling blender and GIMP are good and free. It's better to just get right into it rather then trying to find the 'perfect setup'.

since right now there is no sdk for RO:2, The first thing I would suggest downloading is the UDK. it's free and is a good way to learn how the unreal 3 engine works and you can mess around with the content browsers and map maker.

next if you want to start modeling you will need either 3ds max or maya
(they cost around 3500$). those are the best ones in my opinion but you could also try blender which is free but kind of hard to use. If you want to add more details to a low poly model with a high poly normal bake you can use mud box or z-brush. Mud box is more intuitive but zbrush has more features. zbrush costs about 380$ and Mud box costs about 600$. for making the textures, Gimp or Photoshop are both good.

also don't expect to just jump in and start modding. You'll have a ton to learn and It's extremely time consuming. Especially when you have no experience. There's a reason why 95% of all mods are never finished.

any way good luck.

3Ds max, Virtual Studio and UDK it is then.

I know it will take a long time thats why I am aiming at a Alpha release of my mod for this time next year. I want to make sure I learn and have something good done before people play it.

On a related note, can anyone tell me what the best software for doing animation is for the UDK? And can anyone recommend a good tutorial for animation in UDK?
