It's definitely the case that you have a poor quality connection. I don't have a particularly good connection (although the quality is not bad) and in normal conditions I get jitter of only about 5ms to Japanese servers, which of course are located very far away from me. If you're getting 300+ms jitter from a close server your connection has serious problems.

I recommend you contact your ISP (and/or phone line provider if it's the regular broadband that uses a telephone line) and complain about the poor connection quality.

[edit] Just realised that your test was with a server 1000 miles from your location, but that shouldn't matter so much for jitter as you can see:

So in other words i'ts my ISP then? well then what should Ping I should aim for in the best case scenario, fro example let's say I find a server on mexico ( the closest i do believe I could find one) what should my Ping should be?

And at what point the game do you developers recommend to play this game? because if so there's something wrong.. i'll call my ISP right away

It generally depends on your ISP and how far you are from your local exchange. In good conditions I get about 70ms ping to servers in my country, although some people have ping as low as 40ms, maybe even lower. For me a ping of ~100ms is satisfactory, although I can play with it up to about 250ms, where it feels a little choppy sometimes and headshots don't register very well.

Above all you should consider the jitter, since even if you have a ping as low as 70ms you'll still experience severe stuttering if you have high jitter (>20ms). This is down to line quality and the abilities of the ISP.

I'm guessing your problem is either a fault with the line somewhere, or a dodgy connection/interference elsewhere.

If you press F6 during gameplay it will display the network stats so you can check whether it is something to do with your connection or with your PC - is everything freezing or are animations continuing? How much RAM do you have?

All of the animations continue as normal and I get stuck into place, usually followed by getting swarmed, killed and me just giving up on the game all together.

I'll try the F6 thing, I didn't know about that. I had 2gigs of RAM, and I literally just upgraded and now I have 6 gigs. First thing I tried was jumping on the game and trying it. Got through the first wave without any hangups, and then it happened on the beginning of the second wave.

I recently had a few people over who brought their desktops and laptops and they were able to play it perfectly fine, and I was the only one who it happened to the entire night.

You never posted the results of the network stats information. If animations are continuing but you can't move, and then things snap to new positions, then it is a networking problem and without either you looking at the stats or posting your log file there's not a lot to suggest other than make sure that you check firewall / AV / network drivers etc, if you are sure others can play without issue on the same connection.

I have had that "walking lag" thing sometimes, but I quickly found out it's server based.

What was weird about it is that when moving around you would be significantly slowed down but when jumping and running at the same time you would move like normal. It would only trigger when having your feet on the ground.
It happened to me only a few times and going to another server fixed it.
