Have they tweaked the HC? In more respects than the weight?
I remember comparing the two a while back, and (to my mind), every attribute the Mk23 beat the HC in (bar vs sirens/husks).
I remember more bullets, and more bullets/clip, damage was worse (but doesn't matter since it still decaps offperk, and still kills pretty much most stuff in the same number of shots, bar sirens and husks). Obviously the weight, but I'm sure it was cheaper too (which it isn't now) and had a quicker reload time (which it doesn't now).
