I'm still having the same server browser issue from day one. Basically, doing anything other than joining a server once they pop up will essentially make it stop working.
So if you filter, switch to a different tab, go back to menu, etc. it shows 0 results and 0 filtered, and won't work again until you back out of the game, wait about 10 minutes and then go back in.
I downloaded the Steam trade update and .vdf files yonks ago.
EDIT: I had left the game open in this state while typing this, when I alt+tabbed back the servers popped up, even with filters. It seems as though it takes a certain amount of time for the servers to show up again, regardless of whether you refresh or quit the game.

Nah, it's already in there because it asks when you first launch the game.Not sure if this will help, but try this nonetheless. Go to : Control Panel > Windows Firewall > Allow a program through the firewall (left hand side)
From there hit add program, find the RO2 launcher (RO2Game.exe) in the Red Orchestra folder, add it to the firewall and try again. Let me know if this works or not.
You should post your specs. What you posted does no one any good without some information to work with.
