I'm having a problem where none of my settings (graphics, controls etc) are saving. When i quit the game and re-enter they're all back to their defaults. I was unable to find a local config file anywhere. Where is it meant to be saved? To me it looks as if no config file is being created anywhere

I just figured out how to fix the issue of settings not saving.
Create a file named ROEngine.ini (ROEngine.txt with the extension changed to .ini) in this folder structure (create folders as needed) "My Documents\My Games\UnrealEngine3\ROGame\Config\" so that it will be "My Documents\My Games\UnrealEngine3\ROGame\Config\ROEngine.ini"
Then load up the game. It will create all of the other needed settings documents and put all of the missing settings in ROEngine.ini
You will actually be able to save your settings now.

Technically the file should have been created when you first launched the game. Strange that it wasn't, glad you've found the solution.
New patch has buggered things up, getting the same issue but the previous fix is not working at all. Did the "UnrealEngine3\ROGame\Config\" change with the patch, because the config files are still there but does not seem to be doing anything anymore.
EDIT: Seem to have found an answer on page four, config has been changed from:
My Documents\My Games\UnrealEngine3\ROGame\Config
to
My Documents\My Games\RedOrchestra2\ROGame\Config
Once I redid the fix with this directory the settings now save again.
