Server-side option to customize map layouts for non-campaign

Howdy.

I have long been a believer that even the smallest of quality of life changes or tweaks can do great things in terms of making the game more enjoyable, accessible, and replayable.

What I propose is the ability for server operators to be able to select distinct set-ups for maps that appear on their server for non-campaign maps. Many people are big fans of the dynamic kit loadouts that you see in campaign mode, but many people (such as myself) have grown tired of campaign for the issues involved with it that won't be touch on here.

More specifically, if server admins were able to select which faction attacks, which faction defends, and what year your weapon loadout mirrors.
