Pretty sure you can make a mutator that would do this pretty easily.
You might check if there are any UT2004 Mutators that already do what you want.. if they don't work directly with Ostfront (decent chance they may not), it would give you a solid base of which to make the changes you would need to get one working with OstFront. :]
