Was thinking if its cold its very hard to hold anything still due to shivering.

Therefore how about being able to configure your server and map for levels of cold or rain/snow whereby it affects ability to hold gun still to aim (maybe from a devs perspective provide server tweaks of suppression settings ?)

If you think your suggestion in a bigger picture you will find too many variables to be considered in the implementation of this suggestion and therefore the suggestion does not fit in this kind of game.

Pretty much this.

But anyway the game has at least:

Environmental Temperatures: Maps can have set temperatures, which influence the rate at which the MG barrel heats up. This also influences the muzzle velocity of tank rounds.

Having different weather settings for server admins per map coud be a nice addition to ambiance and atmosphere during the time ur playing the game, adding a bit of variety too at the same price (dawn, dusk, snow, sun, rain, etc...). Don't remember if the natural day cycle is already in when u play a map tho.
U would have to think a way to keep retexturing at a minimum tho...

I wonder how they have changed lightmass, which as far i remember is only static. Or as I presume they mix two technologies.

Anyway dynamic weather and day/night cycle is something what I would like to see in RO2. It really build a feeling of battlefield in ArmA 2 game for example.

I actually would be happier if weather didn't have an in-game impact on the player's ability to play the game. The suppression system is enough in that regard. Besides, adding in things like fog and rain already makes it harder to play the game.

That said, I do think it would be awesome if server admins could actually dynamically set the weather and time of day for each map in their rotation. I'm not sure how feasible this is, though.

Probably possible to do it but would require creativity (Like Miro mentioned with retexturing) and lots of time to implement it into levels. Might not be something TWI would have time to commit to(Don't quote me on this, I'm not TWI) but might be a good suggestion for a future patch?

This feature would be so huge, especially for the engine and the scope of the game, that if it was in (or could be in at any point in the future) we'd have heard about it already.
In my opinion, of course. I'm not TWI either.

To the best of my knowledge I've never seen dynamic weather in any game but could not figure out why not.

To me it seems the simplest way of creatign more maps without actually creating extra maps is use the same maps and adjust somehow. For example if its snowing then add snow drifts along side roads and remove them if its summer etc

Nope - haven't played any of those games not my style.

As far as I can recall I have not played a MP FPS where the map weather or environment changed on dedicated servers due to the server admin being able to change settings either dynamically or through a server restart.

Upshot you should be able to play the same map on 3 differnet servers where each plays differently.

STALKER series is awesome, love the AI in that, Metro 2033 is also very good, but I prefer the exploration in STALKER. However I don't think the weather is fully dynamic, it wouldn't snow for example, although you do get rain, lightning, cloud, sun etc.

I think there are a lot of engines with dynamic day/night cycles, but I don't think there are many with fully dynamic weather, and by that I mean being able to simulate all four seasons...

As far as i know, Far Cry 2 could simulate day/night cycles and weather, but i don't really know if there is any game which can simulate different seasons.

It's not that they "can't" do it - making weather dynamic isn't a problem (as all the games mentioned above feature it), it's just that no one has made a game with dynamic weather that included snowy conditions - I'm sure it could be done rather easily if someone wanted to.
