Wouldn't it be possible to sell a 16+ and an 18+ version of rohos on steam. So german online buyers could decide to simply pay for an 18+ uncut version.

Isn't it illegal to sell uncut versions in Germany, period?
What you mean are indexed games, not 18+ games. No but uncut versions get an 18+ rating. Which means that it cannot be showed on display, so most shops won't take it in then. But for digital distribution that wouldn't be an issue.
I hope so but I don't care because I play all my games on english(and have steam with english settings + austria as destination) and never had any problems and always uncut stuff. If the German verison should be cut in any way, I suppose there will be an uncut Austrian version. Just buy that, it should work fine even over STEAM as long as the BPjM doesn't put the game on Index List B. Activision decided to "ban" foreign version of Modern Warfare 2 in Germany because of this - games on list B are highly in danger of being declared illegal in case of a lawsuit. If this happens, the publisher would be guilty of selling illegal games, even if the game wasn't illegal before the judgment.
However, as long as HoS does not feature game parts where you have to go and shoot civilians, the game should get an 18+-rating or a place on Index List A (if indexed - a game without a rating doesn't necessarily have to land a place on the index).
Gifting should work. Thanks, the question for me is: Will a gifted RO2 from the country X mean I ll get version X or will I end up with a german version because Im a german user? Id like to get it gifted from the netherlands which should provide full gore.

Not that again....

So it's Valve/Steam's fault for adhering to your laws? If you and other gamers hate those laws so much, then why not have them changed?
