Doesn't really have any advantages over the lock on mode - it has much more recoil and slightly slower ROF. The only benefit i can think of is being able to shoot at ZED's heads while ADSing but then again it has too much recoil so it's much better just to hipfire it in lock mode instead.
I'm not sure if it was properly programmed, maybe it's supposed to have faster ROF and less recoil only when it's actually locked on something, but right now it only depends on which mode is selected.
Doubt that, but while there's still time before christmas update, is there a possibility to buff it in some way? I'm not talking about big changes, just tweaking the numbers - faster ROF or bit more impact damage. Sure it won't hurt, because i feel like nobody uses this mode anyway.
