I'm afraid the things seem a bit more difficult.
First of all i'm no admin so i dont know for sure but from logical deduction i figure some things.

The editor normally points to a directory where the packages are located (SM, textures etc.) In steam you got a database (encrypted) in which the files are located.
Because you need an decryption key to open these files to play them there might be some issues with the editor opening the datafile. There is a function in the editor where you can jump from your UEd to the game and test your map. With steam you need a key parser to be able to do so.

I think the dev's had their files in the conventional UT2004 way setup. So translating this to the Steam way of working is propably never tested.

Also if they would make such a system Valve propably wants to test it to see if there cant be any exploits that would comprimise the safetly features of Steam. So that hackers couldnt get easy access to the mechanisme valve uses for deencryption.

I think its more diffcult then we imagine. Their choose for Steam as a distro platform wasnt maybe the best there was. Still we have to settle with it. Asking money back because the editor isnt released is a bit overreacting IMHO. In that case i got another 5 games i want a refund from cause they wont work on XP or got problems with SLI.
Also i never did read that the package we bought should contain the editor and SDK.
I just wanna ask Tripwire to release it as soon as possible or at least give us some update on the state of things. That way it's more easy to understand and be patient.

The steam issue is definately a good reason for the delay. Im sure that once its ready it'll be ready. Id rather have something that is tested than something that is hurried and wont work.

I doubt it'll be out this week, Im sure they would have announced something by now. Im guessing that we will have a editor once the serious issues with RO have been solved.

We're working on it feverishly. Initially it will probably be released as beta so that we can get it into poeple's hands earlier than if we tested it for weeks first. We'll keep you updated.

Sounds fair enough. Well if there are any delays, Im sure it is for a good reason.

No updates - that takes time away from working on the SDK. No betas - that causes computer crashes and stuff that don't work right. :p

Everyone just calm down and relax and one day we'll come to the forums and there will be a big announcement that it's out and downloadable "here". :)

(deep breaths. calm. Ohmmmmm....... )
