In your rotv server you can set seeall to 1 that way all people that join the rotv server can freeflight and pick users to follow themselves Without having a host doing it for them.
Now for seeall to work the server needs to have the ut2004s mutator setup.
So far nothing new for old ut2004 users.
The thing is that the dedicated server install is missing some files of that mutator and the client install got them.
The UTV2004S.int and UTV2004C.int are missing from the serverinstsall causing that no server can ever run the ut2004s mutator. By putting those files from the client version to the server you will be able to run the ut2004s mutator on the primary server. And will be able to run seeall mode on the rotv server
EDIT: maybe german servers will need the .det files aswell
