It is officer's only chat, commoners can't type. That is mainly because everytime they open up for public chat the room is flooded with garbage posts (many retards justing typing random letters).

It is the RO2 Steam Group chat. Unfortunately there seems to be a max of 1000, and it has reached that number about an hour ago. Apparently Yoshi and probably some others are also on Twitter, so maybe you can follow them there.
