[Question] RO Config Files are Missing from HLDS?

I just downloaded RO2:HOS from HLDSUpdateTool as normal and none of the "RO" configuration files that are mentioned in the instructions are there. (ROGame.ini, ROEngine.ini, ROWeb.ini)

I have redownloaded it from HLDSUpdateTool numerous times, tried -verify_all, etc. Still cannot get these files to download?

When you start the game server the first time, the files will be created.

Start your server once, shut it down, you should then see the files.
