Bear with me.
I hark back to the game UMS or Universal Military Simulator or Age of Rifles.
What if TWI could use their engine and a simple editor to allow conflicts from 1880ish to 1945 to be represented. Anything from the Boer War through the Spanish American War, Balkan Wars, WW1, (imagine ww1 East Africa (read Tip & Run (fascinating)), Russo-Polish War, Greek-Turkish War, Irish War of Independence etc etc, even the Gran Chaco War if you want!!

Basically what Im saying is a package that has a simple editor for texturing and / or simple 'Bolt together' models and Map editor (drop and place).
This would allow for multiple interesting scenarios. Now if you could have a Fantastic AI to flesh out Servers or Single Player, with possible a preconfigurable Strategic planning layer (maybe???)
I think something like this would be the dogs bollox.

The revenue for TWI would be in focused Expansion packs covering differing wars etc supplying new Models, Maps etc.

If a standard number of rifles, eg. Lee Enfield/ Metford, Mausers, Springfieldm, Mosin and Krag, and possibly differing nationality uniforms and races models, and other things eg. Armoured Cars, Tanks and Heavy/Light Machine Guns were available to be able to drop into a game.

Im finding it hard to express my visualisation of this idea but if I had Financial backing I'd make it meself. Think of it as The Operational Art of War for FPS's.

It would be an exceptional game, I think you'd find a target market of seasoned players who really want a game that extolls the virues of decent gameplay.

I honestly think a game like this would make better players of anyone who plays it.

Tactically you'd have to play very smart and you certainly wouldn't be running and spraying with a rain sodden musket.....:D

Posted this in Ideas with a poll but would like to hear more feedback, Bear with me.

the reason why no one has done this before is that games are far too complex for a drag and drop type editor like that, the closest thing to what your talking about (purely design wise) are games like spore and fps creator...the issue is these are pretty simplistict. By the time they had finished modifying the UE2.5 engine to all these bolt together variations (tileable maps, all the possible variations of models, animations and code) they would be 10 years down the line at least with a game that was very out of date. I'm really not trying to sound harsh here but what your suggesting may sound simple but in reality its about as big an undertaking as a transatlantic tunnel. Or if you wanted to do it quickly it wouldn't offer you anywhere near the variation you are asking for.

I don't think this could be done with a "simple editor". A "drop and place" map editor would make maps look really bad - you don't seem to appreciate the effort it takes to make a map individual, even with the best editor for an fps I've seen yet (unrealed).

Thanks for the feedback, yeah Im all too aware of the limitations but I wasn't looking for something of the complexity of UT3. Take flight sims for example, you can texture and add / remove weaponry from a simple model editing module witihin the game (same as you do with making characters in MMOs). Also WYSIWYG editors for map making are prevalent in sim/war games (OpFlash???). Im not asking for CoD4 style graphics etc and I do appreciate the work that would be involved.

I was not really inviting a critique of Game Design and Theory or its application but I take your points.

What I am saying for historical FPS' and especially the late 19th and early 20th Century period is that something like this would be phenomenal and would capture some of that early bolt action centric warfare.

Ditch warfare eh?, now that would be most xlnt in a map........mind you the volume of rain might play total havoc with the bolt action and the LMGs....:)
