All in the thread's title : it's a request for a difficulty and number of waves VoteMenu mutator/plugin.
The player could be able to choose in a votemenu similar to the votemap and votekick menus restart the map on the choosen difficuty/waves setting.

so the options would be :
-begginer short
-begginer medium
-begginer long
-normal short
-normal medium
-normal long
-hard short
-hard medium
-hard long
-suicidal short
-suicidal medium
-suicidal long

Inb4 the point of this is that the players would not have to bother a server admin thus making the server more flexible.
