Red Graphical Problem

Ok so im having a very weird Red graphical problem where theres red particles everywhere and its a real game breaking bug because i cant see anything except red lines everywhere, im running on an ATI Radeon 4650, please help me :/ ill see if i can get a pic of it

a bit but its more like dots.

ive updated my video card drivers, resetted, its updated of course, and i know for sure my cards not dying cause this is the only game ive gotten graphical problems in.

Are you forcing Anti-Aliasing anywhere? If so, turn it off and see if that makes a difference.

no, it was off during that pic i took, i have everything in custom and set everything low
