Rate of fire for Russain Tanks to slow

I am not sure if this topic has been discussed before but I find a disturbing advantage is being given to the German tanks with a 2 to 1 rate of fire advantage. I can't find anything online to substantiate this advantage for the German units in the war. In fact I have found some information that shows the Russian tank crews were very good at loading the main gun after firing...this does not seem to be the case in the game. Sorry, but it will be near impossible to defeat the axis forces if they enjoy a fire rate of 2 to 1 over the russian tanks on the field. What can be done to fix this issue?

German tanks tended to be more ergonomic, the T34 for example stored ammo in panels underneath the crew that was very clumsy to access.

Add to that, the Russian tanks had a smaller crew (less crewmen in the turret?), usually 4 compared to most german tanks which had 5. Since each crewman in the turret was doing more work, it generally resulted in a slower rate of fire in comparison.
