Well if you consider the pros and cons, I can't think of any reason for using a shotgun over an SMG, not in a military setting at least.
Not true at all. I wonder where these weapons "experts" pop up from.If you were to use a shotgun in that era they would most likely be double barreled. With a wide spread you can fill an entire room with lead in 2 shots. Perfect close quarters weapon.

Sir Roderick is probably right. I skimmed through the two lists below but couldn't find any shotguns.

Remembering from Combat Mission 2 that there have been shotgun-shell like tank shells. Very deadly to infantry.
