Not really. You don't have much ammo, reloading is slow, aiming is limited, and it doesn't do better than a bolt-action rifle in killing.

You CAN use it against infantry, but its not a good idea..

I manageda shot from village to village on Arad once. It was very lucky, but due to the large caliber and long barrel, you don't have as much drop as with a rifle, making long range shots (literally two grey pixels for an upright standing enemy at 1280x1024) easier to pull off.

Are the satchels able to stick or lay on top the tank; How does thta work?

Satchels are not sticky. If you use them, you throw them a few feet, just enough to get them on the topside of a tank.

Two tipps:
1) as soon as it is deployed, sprint in the opposite direction.
2) the longer you hold the fire-button, the farther you throw it. Remember though, that as soon as you press the fire -button, the satchel is live, and will explode in 10 seconds. You will need some time to get away from the blast, so don't wait too long.

It must have been a really high velocity rifle because a large caliber has more weight and usually a worse ballistic coefficient(drops over distance). (so the large caliber didn't contribute to the precision)

More info on these rifles would be cool though...

Due to physics everything drops at a speed of 9.8ms-^2

So the only way you can drop drop :) is by just going faster.

A bullet dropped hits the ground at the same time a bullet shot from a rifle hits the ground so remeber that.
