Procedure Entry Point Start-up Error

I rent out a dedicated server and recently downloaded the server files for Killing Floor 2. Upon executing the KF2Server.bat file I receive the following error message resulting in a startup failure:


"the procedure entry point initialize criticalsectionex could not be located in the dynamic link library kernel32.dll."


I have done file validations and new downloads and this error continues to occur. Despite my research on KF2 dedicated servers, I have not found any post regarding this error message.


Is anyone familiar with this error? Any proposed solutions?

Usually see those errors in relation to Visual Studio C++. Have a look around and see if you can update it, like C++ redistributable packages.
