Prevent From Starting With Weapon?

I installed this weapon to my server http://steamcommunity.com/sharedfiles/filedetails/?id=305488666&searchtext=m16
but I start the game with the weapon no matter what perk I have.
How do I prevent from starting with the weapon?

Use server perks to add weapon pickup to trader inventory and disable weapon mutator. Broski270 already told you how to.

I am using a different shop mutator. I'm also NOT trying to add the weapon to TRADER cause it's already there. I don't know which line of code is that makes me start with the weapon.
