Not Georgia, but Harpers Ferry, W.Va., on the Potomac River. The train was a special from Washington, D.C., for the NAACP. There was a ceremony honoring John Brown held that afternoon. (this picture was taken at 10am...).

The thing carved into the rock is a Civil War-era advertisment for Talcum Powder.
