I am currently aware of the Master Sever crashing this morining

Also that it is back up

But I still not connect to it still and I have unstalled and reinstalled ROOS to my system

Can anyone please help me out

Make sure your firewall/router has all the ports open that RO needs, you might also want to check with your ISP.
