Plane Problem

It will fly, the plane pushes off of the air, not the ground. It won't matter if its velocity relative to the ground is zero: as soon as it generates enough lift, its outta there. Tis a classic physics problem.
How can it generate life if its standing still? It generates life by passing through the air, at first it does so on the ground until it takes off and then it does it in the air. It its standing still it can

errrr, yes it will fly.

It wont stay still.....

Just the wheels will spin faster than if it was on motionless ground. But it will still move forwards.

someone gave a good example. Put a treadmill up against a wall, and attach rope to the wall next to the treadmill. Put some roller skates on, then stand on the treadmill. Hold the rope so you arent moving then turn the treadmill on. Then try and pull yourself forwards. You will be able to, just like the engines of a plane would be able to move the plane, because all the treadmill will do is turn the wheels, not move the plane.

No. A plane has to get to a certain ground speed before it has enough lift to start ascending. Engines only push the plane forward, and the problem clearly states that the treadmill is exactly opposite to the plane's forward movement. There is no resultant force and therefore no acceleration, and therefore NO LIFT. It is the simplest of physics.

Notice how it says "Airflow"? There will be none if the plane is stationary!

But it matters if the velocity relative to the air is also zero. And since given the current conditions air velocity approximates ground velocity... that plane will not fly. Wind speed is definitely not enough to generate lift for that kind of plane.
