My brother and I have been tinkering, and I've discovered the following regarding the Perks issue (at least for us):
1) The Perks continue to level even when not displayed. You do not receive the benefits of the Perk, however.
2) Perks work fine when a Mutator is not active. We have tested this with Bloat-ed, Clot Buster, and on Hosted Listen Servers and Solo games.
3) Turning a Mutator on re-disables the Perks until it is removed. Trying to hit the Select Perk button in the lobby gives the error, "Unknown Steam Error has Prevented Access to This".

in my opinion this is still broken. if you want to prevent leveling of perks when a mutator is used than good for you. you fixed an exploit and i dont mind, but even on a blacklisted mutator you should be able to select and use perks at their current level even if you arent gaining any experiance. you need to change the perk system so that we can use the perks without advancing them on mutators just like you did with sandbox mode. the current situation is unacceptable as perks are the only thing that allows you to survive some of those games. read only perk mode shouldn't be that hard to set up for mutators as you already do it for sandbox mode. see below

Heres how perks should look with mutators turned on ((note the red circle)). if you do it like this you wont piss people off because they cant use thier perks, and at the same time they wont be able to level said perks when mutators are on

Unfortunately it is entirely impossible to securely allow mutators to only read Perks and not allow them to be hacked. If we allowed anything other than the Whitelist to read Perks, they'd also be able to hack Perks due to the way Steam handles things. We're sorry for the inconvenience of this, but it's truly out of our hands. We appreciate your understanding, as we'd love to do things as you suggest, but it's not possible to do this securely.
