perk, multiplayer and monster skin issues

so, i downloaded the update to end the twisted christmas event. when i fired the game up, everything seemed normal enough. then i get into a singleplayer match and notice i cannot select my perk due to an "unkown steam error". the next thing i notice is all the monsters are still using the twisted christmas skins. so, i check to see if multiplayer is working fine and discover there don't appear to be any servers available, they all say they are empty on my screen. and i am still unable to select my perk from the main menu. anyone else experience this? anyone know whats wrong and how to correct it?

verify steam cache, or delete the system folder then verify.
it's usually steam's bull**** that fudges out.
