I don't know if this is one of those game security things, (like where GTA IV restricts you from completing some missions if you got the cracked version...) but I've noticed if I play offline:

-Your Perks stay at 0, and you cannot change perk in-game.
-Xbow scope is smaller. (It doesn't take up the screen; it's the size of Bullpup scope almost.)
-Cannot see Profile & Achievements.

If you're online again, everything goes back to normal, even if it happens when you're in the middle of the game.

Pretty weird huh?

turn off sandbox mode.

lolque? I don't think you understand what offline play effects are. (Even though I just mentioned it above?) Sandbox mode disables perk leveling. While Offline, if you bring up your perks menu it will be a frozen/blank screen.

KON Air~

I was thinking that at first, but I believe they are stored locally. Let me give you a scenario - If you start a solo -> Power off modem; your perks will still level, unless the map changes. And whatever achievement you get won't show, but will show if you get online and Restart Killing Floor. So it relays all the data you got to the steam servers once you're online again. If it's not stored locally, then I don't know where it's stored...

yeah, you have to be logged onto steam for your stats to record and have your perks enabled. i noticed that too when i was on vacation and was trying to play on my laptop with no internet connection in the one hotel. you can set you're status to "offline" and have it still all be ok, but you still have to be logged on to steam.

good suggestion......if you've temporarly got no internet, you should still get your perks etc... for playing in solo mode

I think that you should at least be able to play with your perks at the current level that you have them in offline mode, but you can't level up or complete achievements.
