New Patch? What it do?

There was a patch about 8 hours ago...I started the game and saw that perks max dmg bonus is now 25% (before all had 50%) and berserker starting damage bonus of 25% was lost.

A few other minor changes....but is there a changelog? I havent actually played since then...anyone know oif issue with no decapications on low gore was solved
