Needed permission for "pause"

Short question:
Which persmissions are needed for user to pause the game? I basicly want to create one who can only pause but not kick and/or change settings etc.

Yep. I'm pretty sure the admin account doesn't need any real privileges, just the fact the player is bAdmin should be enough.
By being admin, you can force a vote map, or kick people from server, but he can not change settings if you don't give him webadmin port (he can still try one by one the ports on the IP but he will need time or a program to detect open ports, the log into admin panel to change settings).
And if user is admin and pause is enabled, user will be able to pause the game.

Ok, I forgot there is an Admin Management panel, Mine is not activated and never used this feature since RO1.
EDIT: maybe the combo Misc/Use Console can work? but I think with console access user can do whatever he wants.
