Server Need help with the server.

Hello. Need help with.
No one can join my server. The server appears in the list of servers in the Internet who Writes plays, score, rating, ping. When you try to join the game, get out "Connecting (F10 cancels).
On one of the forums I found what is the problem.
Turns out to be a problem with the Ip-address.
I have the External IP address which starts on figure 5 (5.19.185.203)
I asked my ISP to provide me with IP address with a three-digit value but they turned me down.
Here is what says my provider.
" Hello.
Unfortunately, the addresses from the subnet 188.134 no longer issued to subscribers. External IP addresses are issued from a range HH Because this new subnet when it will end and you will see the following, we cannot say. You can send your partner a letter that they have unblocked Your IP address 5.19.185.203.

Is this your first time setting up a KFS Dedicated?

If (Yes)
-I would review checkout this guide:

If (No)
-Is this server newly created?
--Yes - check the guides
--No - Is this the same IP Address you have always used or a new IP Address?

Are all your Ports open?
-Check either guide for the Ports and what Type.

I created and played on my server More than 200 hours. About 3 months ago.
I used to have three digit Ip address, and I paid for it money.
Now I have become a unique Ip address and also pay money for it.
My ISP refused three-digit Ip address so I don't think I can return it.
How can I create my own server ?
Now I decided to play again and only on my server.
In all other games, the server creates even where only you can only join via IP.
Yes Ports open.
