Level Design Need Help with Meshes

Scaling affects the original axis of the StaticMesh. Sounds like you copied it from somewhere and it's already rotated.

That would explain the odd rotation as well, as rotating around multiple axes causes a mathematical anomaly that makes it rotate weirdly.

To temporarily change the "center point", select the StaticMesh, then rightclick somewhere and snap the "pivot" there (or place it, if you don't want to snap it to the grid). Pivot is what you're looking for.

If you need to change it permanently (e.g. because it's a rotating mover you need to rotate around the new pivot) you have to edit the StaticMesh's "PrePivot" setting and move the pivot into place by changing the values there.
