"Die Waffen niederlegen" means "Lay down the / your weapons".

"Handen hoch" means "Hands up".

I think he also says "Verschwindet"; "Disappear".

Not a native speaker, but the first thing the german says to Upham is (I think):
Ich kenne dich, Soldaten - I know you, soldier.
Ich kenne dich, Mann - I know you, man.
Then Upham says something that sounds like "Halte die Schnaus", not correct german but should be akin to "Shut your mouth".

Then he shoots him - been a long time since I saw SPRyan, why does Upham shoot??

They let him go earlier in the movie and tell him to surrender to the American line since they cant afford to take prisoners. Most of the group insists they kill him since he compromises them all. He went back to the Germans instead.

If you watch the DVD with closed captioning, it actually writes out the German for you.

Sometimes they don't bother to, like when the two surrendering soldiers get shot after the beach scene, all it says is <speaking Czech>, but during Upham's little moment there, they do.

He does shoot Miller, but the guy that kills the Mellish (the Jewish dude) is actually another soldier (from the SS). A lot of people have mistaken them to be the same person though.

Noooo way bro. Why do you think the dude didn't kill Upham walking down the stairs??? Because he recognized him, knew he was no threat, because he was a coward and a "do the right thing" kid.

They look identical it's the same character. No doubt about it.

@pictures above, yes their hair is slightly different (probably just because the two scenes were filmed at different times) but their faces and ears especially are identical. It's only in one the guy is begging for mercy and in the other he's looking down with a scowl.
