Must be a group of survivors/soldiers to me. Like Jester said, could be someone holding someone else on his arms.

Center legs have a thin waist and what looks like hair emerging from the waist(IE long hair).

Leg on the right is too curvy to belong to that of a man and the clothing on it(if any) is way tight, leading me to believe that the ridged part is that of a miniskirt on that person.

Arm on the left cannot belong to the person in the center because the thumb is on the wrong side, so there are at least three people in this picture, taking into account the extra leg coming from the left with a knee-high boot. Due to the way it bends though, might not be a leg at all. We'll see...

Thing is, these people are tiny in proportion to the full image size, so there may well be more hiding.

Also, I love Sherlock Holmes. Perhaps way too much.
