Sound Music Making Program

Does anyone know a cheap or free music program that allows you to create a musical arrangement? What I'm looking for is a program with lots of instruments, and I can pick the notes I want it to play, and then compile all the instruments.

Steinberg's Cubase is fantastic but can be a little expensive depending on the version you get
