The key is that you don't have to see it. As after seeing it once you don't need to see it. But it can help new players at their first time of playing the map.

I'd find something the op suggested neat but as said after having seen it a few times, i'd rather just skip the intro and get right into playing. So a key should be that you watch the video either when you cannot play the game (loading the game) or that watching the cutscene should be optional to players.
I think it's a nice idea:D, even if you've seen it before it'd still be better than a bland loading screen.

I suggested this as a completely new gamemode, so haters could hate and play their normal game while others had their fun.

Though, your idea makes it possible to incorporate this into the standart gamemodes as well. It's only a ~20 seconds cutscene, so it could either be shown as a video during a load as you said, or be made as an in-game skippable cutscene to be shown while everybody waits till the game starts. There's usually a 60 seconds wait time after a map loads while people joins and selects kits so there's sufficent time.

That would annoy the everloving hell out of me..

It might be neat the first coupld of times, but it would quickly degenerate into an "yeah we've seen it, i can haz new map plz?" annoyance, and it'd just give people more reason to be point whores instead of playing to help their team.
I think really long cutscenes would be annoying, but short little intros to missions would be cool, I think, especially if they had player tags as the actors :D

That said, it should definitely be a server option. And I agree with Rak that the best servers always wait at least 20 seconds for the round to start anyway, so that all the players will be in the server by round start. Why not play a cool intro while we wait? I think just something simple, like a commander giving orders to his squad leaders about the advancing enemy, etc etc would be a great intro movie. Nothing over the top or unrealistic, in other words.

Well that was my point, the TF2 introduction was just at the class selection screen and gave a brief, optional overview of how to play that objective type and the map layout.

Most of the time I just clicked on what team I wanted to choose instead and jumped into the action.

for me no cut-scenes in multi-player.
annoys the **** out off me (well what doesn't ).
annoying stuff like in BC2 where you cannot do **** during end-screen.
least let me look up the scoreboard or the main menu to disconnect befor mapswitch(loading).
