PC Motion Blur is not working for a lot of people

I have some friends on steam that have been testing the Motion Blur in normal and high presets, it doesn't make any difference in gameplay. When the game launched last year on some builds it was working, but today is not anymore.NVIDIA Motion Blur D3D Advanced Sample was adapted on the game and was awesome.: http://international.download.nvidi...ing-floor-2/killing-floor-2-motion-blur-2.png.
My pc specs are:
6 GB Ram
Core 2 Quad Q8400 2,66 ghz
Geforce GTX 560 SE 1GB
