i tried almost everything and i finally found what was working for me
1. Go to nvidia website and get the 275.33 driver
2. Using the windows add/remove program, uninstall nvidia driver, nvidia hd audio and nvidia physX
3. Reboot computer
4. Install new driver, check the clean installation option
4. Reboot, enjoy ro2 with stable fps
no tweaks in nvidia control panel required
i read on the nvidia forum that a lot of gamers are getting problem with the 280.26 driver and most of them prefer to use the 275.33
before i did install the 275.33 driver, ro2 was unplayable, going down to 15-20 fps, now i get a VERY stable 60 fps + on every map
here is my rig/setp
windows 7 64 bits
Asus ENGTX 560 direct CU II
8 gig ddr3
i5 2.67 ghz
i hope this will help you
